April 15, 1980 In order to make our meeting with you on September 13, 1980, in your office more meaningful and to allow for a proper interchange of information we are submitting the following documentation pertaining to the STP Welding Program:

Interim Report prepared by the task force established in response to Item 3(a) of NRC Order to Show Cause dated April 30, 1980.

The report presents the results of the task force review of safety-related field i

welding completed through Anril 30, 1980.

Certain reviews which were originally planned are continuing.

The results of these reviews will be reflected in the task force's final recort.

2.

Re-examination, Repair and Welding Restart Plan.

These plans are based on the recommendations contained in Section 12 of the Task Force Interim Report, and include logic diagrams and bar chart schedules for performing the re-examination and repair activities.

Tabs 5 and 6 oresent the plans and schedules for re-starting produc-tion welding on safety-related structures and systems.

STP Welding Program Description. This document describes the organizations, individuals, training programs, procedures and

instructions related to field welding on the project.

The docu-ment identifies the elements required to produce consistently sound welds, and describes how each of these elements are implemented.

1 The information in this document should be helpful to you in under-standing the interrelationships between the various aspects of the welding program and should facilitate your review of specific welding l

related activities.

The letters identified as References (a) and (b) above listed the actions 2

that would be taken prior to re-starting safety-related field welding at the South Texas Nuclear Project.

These action items have been incorporated into the re-start plans and will be completed prior to re-start of welding.

As you will note on the schedules presented in item No. 2, the personnel and procedure requirements associated with re-starting production welding are the same as those associated with re-examination and repair of completed welds.

In view of this, the restart of production welding has been scheduled to begin concurrently with the start of re-examination and repair activities. Assuming an NRC release by September 19, 1980, we have scheduled the initial safety-related welding activities on Category I structural steel to begin on September 22, 1980.
