Dear Mr. Helfrich:

Enclosed please find a request from Westinghouse Electric Corporation for the export of two additional power reactors to Korea for Korea Electric Company Nuclear Units KNU 11 and KNU 12. As explained in our letter dated December 2 (Enclosure 2), we have informed Westinghouse that their request will be processed as a separate export license application (XR-138), rather than as a request to amend their existing license for KNU 7 and XNU 8 (XR0133).

Before taking action on this request, we would appreciate your views, in accord-ance with established procedures and from the overall perspective of the Exec-utive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
