Gentlemen:

This refers to the routine emergency planning inspection conducted by

Ms. R. J. Greer and Ms. N. A. Nicholson of this office on Ocotber 15 and 16,

1980, of activities at your research reactor facility authorized by h3C

License No. R-87, and to the discussion with you and Dr. Franklin Clikeman

at the close of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

'

No items of noncompliance with NRC requirements were identified during the

course of this inspection.

Although no apparent items of noncompliance were observed, we are concerned

because the training provided to campus emergency response personnel, pri-

marily the fire department and hospital staffs, is inadequate for handling

radiation accidents. This concern is not limited to the research reactor,

but also extends to all other hTC licensed programs.

Please provide us within twenty days a plan describing a training program

for the fire department and hospital staffs. This program should also

include provisions for periodic retraining and drills.
