Dear Mr. Reid:
The District wishes to clarify a position exoressed in the July 22, 1976 committal to the Nuclear Regulatory Commission regard-ing the Quality Assurance Program for Rancho Seco Nuclear Generating Station, Unit No. 1.
The committal was:
"A management audit conducted by one member of the MSRC (with assistance as needed) is made annually on Quality Assurance. No member of Quality Assurance is a member of the team. This management audit reviews confonnance to the " orange book" and it attendant documents."
The approach is now covered by the annual Joint Utili1/ Audit conducted under the direction of the Chairman of the MSRC.
It is the District's position that this approach is superior to the approach outlined in the July 22, 1976 conmittal letter and meets the above stated requirement.
l The Joint Utility Audits have been reviewed by NRC Region V l
inspectors for depth and scope.
