Three Mile Island Nuclear Station, Unit 1 (TMI-l)
Operating License No. DPR-50 Docket No. 50-289 1=plementation of Three Mile Islart Unit 1 Emergency Plan This letter is written in response to your letter of November 5, 1980, to indicate the current status of emergency planning for IMI Unit 1, and to convey Met-Ed's intent concerning implementation of the revised plan.
The most recent submittal of tne TMI Unit 1 Emergency Plan (Revision 2) is being reviewed and revised to assure compliance with the revision to 10CFR50 on Emergency Planning (45 FR 55402) and the final version of NUREG 0654 This process will be completed to permit compliance with the require-to submit the upgraded plan (Revision 3) by January 2, 1981. A complete ment review and revision of relevant Lnplementing procedures has been undertaken and a formal training program is being developed.
Based on informal staff assessments of the current submittal and coordination of the responses to.he twenty-three NRC staff questions, Met-Ed considers revision 3 of the TMI Unit 1 Emergency Plan to be significantly better than revision 2 which was found to be acceptable for implementation per your letter of November 5, 1980. Recognizin3 that selected minor shortcomings remain to be corrected, Met-Ed, nonetheless, considers that implecantation of the plan will represent an upgrade of site emergency preparedness. Thus, Met-Ed in-l tends to implement the plan on January 2,1981, coincidental with submission to the NRC, and to be in full compliance with the revised implementation schedule outlined in NRC letter, September 30, 1980, R. W. Reid to R. C.
