Dear Mr. Keppler:

Reference (a) contained the results of an inspection conducteo by Mr. C.

M.

Erb of your office on September 9 and 10, 1980, of activities at Braidwood Station.

During that' inspection certain activities appeared to be in noncompliance with NRC requirements.

Attachment A to this letter contains Commonwealth Edison Company's response to the item of noncompliance.

NRC Docket Nos. 50-456 and 50-457 ATTACHMENT A Response to Notice of Violation The item of apparent noncompliance identified in Appendix A of the NRC letter dated October 3, 1980, is responded to in the following paragraphs.

Infraction:

10 CFR 50, Appendix B, Criterion XIII, states in part, " Measures shall be established to control the handling, storage, shipping, cleaning, and preservation of material and equipment in accordance with work and inspection instructions to prevent damage or deterioration."

BM-103, Site Storage Instruction, under paragraph " Responsibilities" states that "QA supervisor is responsible for assuring that surveillance of storage is performed by Field Engineer and that storage is performed in accordance with procedures and intent of ANSI N45.2.2."

Contrary to the above, it was determined that the safety related piping and components were being stored off dunnage and/or in contact with the ground.

In several cases there were no caps on pipe ends.

Corrective Action Taken:

Each of the storage problems identified by the NRC inspector have been rectified.

Surveillances are being performed in accordance with CECO. Procedure BM-103, Site Storage Instruction.

Appropriate corrective action will be taken to correct any storage problems that are observed'in these surveillances.
