m0 Portland General Electric Company Trojan Nucicar Plant P.O. Bos 439 December 4, 1980 Rainier. Ore;;on 9704S CPY-1157-80 (503)556 3713 Mr. R. H. Engelken, Director U.S. Nuclear Regulatory Com=1ssion Region V Suite 202, Walnut Creek Placa 1990 N. California Blvd.
Walnut Creek, CA 94956
Dear Mr. Engelken:
Pursuant to the requirements of Trojan Standard Technical Specification 3.7.9, as modified by A=endment.50 concerning three-hour penetration fire barriers protecting safety-related areas, this is a 30-day Special Report equired by Specificacion 6.9.1.
The attached list denotes those pene-trations through three-hour fire barriers protecting safety-related areas that have been rendered nonfunctional for greater than seven days.
All ite=s on the attached list existed at the time Amendment 50 to Trojan Standard Technical Specification 3.7.9 was i=plemented at Trojan on October 28, 1980, and as such are being submitted as required by the Technical Specification.
Prior to rendering a fire barrier nonfunctional, hourly fire watch patrols are begun, fire detectors on at. least one si.e of the nonfunctional barrier are verified operable, and said fire patroir, are continued until the penetration has been returned to a functional status.
Ite=s P-21, P-22, P-23 and P-24 were returned to a functional status the week of November 24, 1980.
We are currently training various personnel as ;o the installation and inspection techniques of per=anent three-hour rated fire barrier material such that in the future no fire barrier will be breached for greater than seven days.
This training should be completed by December 5,1980.
Additionally, for those nonfunctional three-hour fire barriers, temporary fire barriers as recommended by American Nuclear Insurers are provided.
