l The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 62 to Facility Operating License No. DPR-65, issued to Northeast Nuclear Energy Company, Connecticut Light and Power Company, Hartford Electric Light Company and Western Massachusetts Electric Company, (the licensee), which revised Technical Specifications for operation of-i the Millstone Nuclear Power Station, Unit No. 2 (the facility), located in i
the Town of Waterford, Connecticut. The amendment is effective as of the date of issuance.
The amendment revises the Technical Specifications to clarify the meaning and actions to be taken regarding the use of the term OPERABLE in the Definitions, Limiting Conditions for Operation, and Bases, i
The applichtion for the amendment complies with the standards and requirements of th'e Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate i
l findings as required by the Act and the Commission's. rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

o 2-The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of the amendment.
