PRAIRIE LSLAND NUCLEAR GENERATING PLANT Doc'cet Nos. 50-282 and 50-306 In response to IE Bulletin No. 80-23 the following is offered:

There are eight Valcor solenoid valves with part number V70900-21-3 performing safety-related functions ~at this facility. They are installed in each unit's containment / auxiliary building chilled water-cooling system.

Upon initiation of an Si signal these valves are de-energized and vent air from other valves' air operators in the system. The other valves fail to their safeguards position upon the loss of air, allowing cooling water to be directed to the fan-coil units instead of chilled water.

De-energizing of the solenoid valves causes trip of nonsafeguards equipment and control room annunciation. The solenoid valves are on fused circuits.

Failure of the solenoid valves will cause them to go to their safeguards position. For these reasons we conclude that the solenoid valves do not pose an unreviewed safety question. Nor do they reduce the margin of safety.

Since these valves do not pre-sent a safety or plant reliability concern, and since they are in containment, in-creased surveillance (testing) is not warranted. The valves will be replaced at the first outage that occurs af ter replacement valves are on hand.

About 16 manhours were expended in review of the Bulletin and preparation of this report. About. 24 manhours will be needed to replace the valves.
