Gentlemen:
Attached'are proposed changes to the Arkansas Nuclear On9-Unit 1 (AN0-1) c Technical Specifications. These changes provide clarification to the existing definition of operable and add a generically applicable limiting l
condition of operation and actions required if in a degraded condition.
None of these specifications change the operation of ANO. Since these proposed changes merely clarify current Technical Specifications, have only minor safety significance, and will be issued for the convenience of the Commission, it is our position that a license fee is not required.
The revised pages of AN0-1 Technical Specifications are included with vertical lines noting the changes.

l BASIS FOR CHANGE This change is to be made to incorporate the NRC's Standard Technical Specification definition of OPERABLE and its associated Limiting Con-i dition for Operation as required in the NRC's letter of April 10, 1980.
The effects of this change will be to specifically limit, for each Lim-iting Condition for Operation, the time available to take correct 1a action prior to placing the unit in a lower power condition.
If an ex-ception is not stated in the Limiting Condition for Operation, Specifi-cation 3.0.3 will apply.
