3 Washingt6n, DC 20555 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - RECIRCULATION PUMP TRIP CONFIRMATORY ORDER On February 21, 1980, the NRC issued a Confirmatory Order confirming Consumers Power Company's commitment to install a Recirculation Pump Trip (RPT) at our Big Rock Point Plant. The order required that this modification be completed no later than December 31, 1980.

The justification of this modification as stated in the order is "because an RPT provides considerable additional assurance that a BWR can safely respond to an' AWS event." Although the design of the Big Rock Point Plant is quite different from current BWR designs, we have-proceeded to design and initiate installation of the required modification.

Simultaneously, as identified in previous submittals dated February 22, 1980; April 7, 1980; August 25, 1980 and September 2, 1980, we-have initiated a detailed and complete probabilistic risk assessment (PRA) of the Big Rock Point Plant. This study has the endorsement and encouragement of the Director of Nuclear Reactor Regulation, H R Denton (see letter dated October 14, 1980). Although the PRA study is not totally complete, we have learned that for AWS events, the installation of an RPT at Big Rock Point does not provide " considerable additional assurance" that the plant can safely respond 'to an AWS event. During a meeting with NRC l

staff on November-13, 1980, the preliminary results of a PRA for the effect of I

RPT on ATWS events were presented. Attachment 1 to this letter provides a discussion of that assessment and Attachment 2 is a copy of the slides used for the November 13 meeting.

_ additional costs for completing the_RPT modification, Consumers Power is l

requesting ~that an extension until April 1, 1981 be provided for'the February 21, 1980 Confirmatory Order (affidavit. attached). Big Rock Point Plant the Big Rock Point Plant. Our evaluations will address ATWS events. As indicated in the November 13 meeting, Consumers Power will be prepared to present the results of the PRA and our recommendations to the NRC in March 1981.

It is anticipated that these recommendations will in part demonstrate that automated RPT is unnecessary and that some other modifications may reduce the consequences of ATWS events. The NRC staff will then be able to make a final determination of what action is necessary to respond to the February 21, 4

1980 Confirmatory Order.

As requested by the NRC staff during the November 13 meeting, I have provided a detailed description of the " Functional Description of Recirculation Pump Trip / Auxiliary Rod Injection Modification for-Big Rock Point Nuclear Plant" and_ a summary of the project costs directly to the Big Rock Point NRC Project Manager (W A Paulson).

This proposed change to Conf.irmatory Order dated February 21, 1980 may require payment of a fee pursuant to 10 CFR 170.22.

To assure that delays are not encountered on this issue, Consumers Power Company has assumed the fee should be based on the classification of a single safety issue (Class III change);

therefore,~a check in the amount of $4,000 is attached.

' Consumers Power Company requests a modification of the Confirmatory Order dated February:21,~1980 for the' Big Rock Point Plant. ~The attached letter and report provide the basis for the requested extension (from. December. 31, 1980 until April 1, 1981) on the installation of an automated recirculation pump trip.

It should be recognized that results of the ongoing risk assessment of our Big Rock Point Plant will likely support permanent cancellation of this
