Docket No. 9990081/80-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on October 14-16, 198r it appears that certain of your activities were not conducted in accordance with NRC requirements.
~Section 5.0 of the Exxon Topical Report, XN-NF-IA, states in part, "The Quality Assurance Program and associated quality - related design, procurement, manufac-turing, inspection, handling, and shipping activities are prescribed by docu-mented instructions, procedures, and drawings, as appropriate, to assure ade-quate definition of and instruction for satisfactory completion of activities.
The instructions, procedures, and drawings include qualitative and quantitative acceptance criteria to verify that important activities have been satisfactorily accomplished."
A deviation from these requirements is as follows:
Exxon Procedure, XN-NF-P63, 004, Revision 5, paragraph 4.3 states in part,
" Mandatory Calibration Frequency Compliance.
The Level 1 instruments are devices used to measure product characteristics or monitor process performance for items where subsequent inspection is not performed.
These instruments shall be identified with a ' Red' instrument calibration label, which will indicate the date calibrated and the due date for next inspection and calibration.
Instrument identified as such shall not be operated for production purposes unless they are within the stated cali-bration frequensy."
Contrary to the above, two (2) EB welders tagged with red labels were found in use although they were over due for calibration.
These welders numbered IRM 5.11.2.EBW1 and 5.11.2.EBW2 are used for spacer intersect welding.
These welders are level 1 instruments and were dated as due for calibration on March 31, 1980 and June 30, 1980 respectively.
