Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 Submerged Demineralifer System In our letter, TLL 478, dated October 13, 1980, we stated that a safety evaluation of the Submerged Demineralizer System (SDS) as required by 10 CFR 50.59 would be submitted by December 1, 1980.

This letter serves as the fulfillment of that commitment to you.

The Technical Evaluation Report (TER) covering the SDS serves the purpose to provide, within one comprehensive document, a combined safety evaluation and environmental impact evaluation. As a re-sult of our ongoing review we have determined that the TER adequately bounds, from a public health and safety point of view, the potential impacts resulting from implementation of the SDS.

Furthermore, the results of our analyses indicate that SDS design, construction, and operation does not require a change to the TMI-2 Recovery Technical Specifications, nor does it present an unreviewed safety question.

At the time of developing our previous letter to you, we recognized the potential that additional analyses may be required. However, it is our opinion that the analyses presented in our TER are ade-quate to fulfill the requirements imposed by 10 CFR 50.59.

More-over, we have reviewed the SDS in accordance with the guidance provided in IE Circular 80-18, issued after submittal of our TER.

The results of this review are provided in our previous letter.
