SUMMARY

OF THE

FUNCTIONAL RESPONSIBILITIES WITHIN LILCO'S NUCLEAR ORGANIZATION-The1Vice President-Nuclear .has overall responsibility for the en ginee ring, construccion, licensing, startup testing and operation -

of. the Shoreham Nuclear -Power . Station. He reports to the Senior Vice President of T&D and . Operations who is responsible to the President of the -Company. The Vice President-Nuclear 'has 'delegat'ed the authority - for managing the respective . responsibilities to the Managers of. the Shoreham Proj ect , Shoreham Station, Nuclear Operations-Support and Nuclear Engineering.

The Manager, Shoreham. Project has the responsibility to manage the engineering, licensing and construction aspects of the Shoreham 4 nuclear program until- fuel loading. He reports directly to the Vice ' ;;ident-Nuclear and is assisted in his responsibility by I the Atsiecant ' Project Manager, Site Construction Manager and the Startup Manager. The Manager, Shoreham Project is responsible for the direction of matters related to oroject cost control, project schedule, and coordination of all project communications.

In addition, he has the responsibility to initiate appropriate-procedures for engaging outside consultants to conduct and direct those functions in areas of -engineering, construction, and licensing which he deems essential to fulfill the LILCO responsibility for the design and construction of a safe and reliable power station. To support the Shoreham Project staff L in arriving at thA technical and licensing decisions, the-Manager Shoreham Project nas at his disposal the technical expertise of the other nuclear organizations reporting to the Vice President-Nuclear and the engineering departments reporting to the Vice i President of Engineering. Following fuel loading, the technical expertise within the Shoreham Project staff will be gradually chased into the remaining three nuclear organizations.

The Manager,- Nuclear Engineering has the responsibility for' providing technical assistance to the Shoreham Project and-Shoreham Station staffs through nuclear specialists. He reports directly to the Vice President-Nuclear and is . assisted in his responsibility by the Nuclear Systems Engineering Manager, Nuclear Fuels Manager and Nuclear Licensing Manager. The Nuclear Engineering staff provides technical expertise in the area of nuclear instrumentation, nuclear materials engineering, plant modifications, radiation protection and shielding, licensing, reactor physics , transient analysis , accident analysis , and nuclear -fuel management. In addition to the technical support provided by this staff, various consultants

< will be utilized as needed when expertise is required beyond that available within LILCO. In addition, the Manager, Nuclear Engineering has the responsibility to engage consultants and specialists in specific areas of engineering or science to supplement the capabilities of the Nuclear Engineering staff.

The Vice President c: Engineering has overall responsibility for the remaining corporate engineering services and quality assurance policy. He reports to the -Senior Vice President of Engineering who is responsible to the President of the Company. The Vice i President of Engineering has delegated the authority for managing the corporate nuclear quality assurance program to the Manager, 7

s Vice President of Engineering and is assisted in his respon-sibility by the Field QA Manager and the Quality Systems Manager.

The Manager, Quality Assurance has the authority and organiza-tional freedom to identify quality problems , to initiate recommendation, or provide solutions through designated channels and to verify implementation of solutions. He is responsible for periodically evaluating and reporting en the status and adequacy of the QA Program to LILCO management.
