No action should be taken at this time on the possible elimination of non-safety responsibilities (Item 2 of Chapter V) until the current Commission vacancy is filled and/or new initiatives on this matter are taken by the Executive Branch or the Congress; (OGC/ OPE) (SECY Suspense:

No further action should be taken regarding the specific proposals to establish a nuclear safety board or additional advisory committees (Items 4 and 8 of Chapter V), but as an alternative, methods should be
