Dear Mr. Ahearne:

It is my understanding that the Nuclear Regulatory Commission.>.as issued its programmatic environmental impact stctement on decontamination of nuclear wastes at the Three Mile Island nuclear pawer plant, and that that statement is now open for public coment.

I urge you to provide the maximum in public hearings on this issue for the citizens of the Three Mile Island area.

Their lives and safety must be assured and their voices must be heard on this question. Only through the public hearing process can their confidence in the Commission be restored.

In addition, I understand that the Commission is in the process of developing a citizen advisory panel on Three Mile Island issues.

I am informed that the projected composition of this panel would be her.vi13 weighted with elected officials.

I agree fully with the idea of such a panel but I urge that the panel members also include a substantial per-centage of private citizens in the area, and that it included representa-tion of all major viewpoints on this issue, including both proponents and opponents of resumption of nuclear energy generation at Three Mile Island.

The first concern of all of us dealing with this issue must be the health and safety of the citizens of the area. Unless there is full public

participation in this critical question of nuclear waste decontamination and disposal, there will be continuing suspician and fear about persistent risks to that health and safety.
