TRIP REPORT WATERFORD 3 OCTOBER 24, 1980 Walt Apley of Battelle Northwest Laboratories and I met with members of the Waterford plant staff to discuss the initial test program and the review of FSAR Chapter 14. Enclosed is a list of attendees. Our discussion identified the type of information and level of detail needed in Chapter 14 and the acceptance criteria that we use to evaluate it.
Ne also discussed some of the specific problem areas that were "found to have been repeated in test programs at other facilities. We informed them of our intent to complete the review of Chapter 14 on a schedule consistent with their present licensing schedule. However, to accomplish this it will be necessary for them to submit a revised Chapter 14 which addresses Revision 2 of Regulatory Guide 1.68 by the first week in December 1980.
The applicant provided a tour of the startup facilities and described the administrative controls for the test program.
It appears that the lead startup engineer is aware of the level of staffing and administrative support necessary to conduct the program.
We accompanied the resident inspector on a tour of the ple;.t and noted that few components or systems had been turned over to tre applicant 801202067'2

from construction. Although the applicant m st yet developed most initial test program procedures, there appears to be adequate time available to do so prior to conducting the tests.
