Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Revised Small Break LOCA Model The TM1 Action Plan, as updated by Reference (1), required licensees to outline the scope and schedule for developing revised small break Loss of Coolant Accident (LOCA) models to demonstrate compliance with 10CFR50, Appendix K.

The implementa-tion schedule forwarded via Reference (1) requires the Nuclear Steam Supply System (NSSS) vendors and/or fuel suppliers to submit justification for present models or revised analysis models for Staff review by January 1, 1982.

Plant-specific analyses utilizing the revised models are to be completed by January 1, 1983.

Northeast Nuclear Energy Company (NNECO), on behalf of Millstone Unit No. 2, has contacted both the NSSS vendor and the fuel supplier concerning the small break LOCA model upgrade. As a result-af u s e discussions, NNECO has concluded tlut this item would be more appropriately handled through the current fuel supplier, who provided the Staff with an outline of the program for model revision via Reference (2).

It is noted for clarification that the current fuel supplier is not the NSSS vendor for Millstone Unit No. 2.

'jo Westinghouse Electric Corporation, the current fuel supplier, anticipates the special effects simulation changes addressing the TML concerns to be completed by January 1, 1982. Specific application to Millstone Unit No. 2, which addresses NUREG-0635, is not anticipated to be completed until April,1982.
