Gentlemen:
Our-letters, (References 1 and 2), discussed the installation of a dedicated safe shutdown system which would preclude reliance on the Crib House and buried piping in the event of an SSE and stated that engineering analysis work was underway to provide design details for the system.
Your letter, (Reference 3), discussed system acceptability from the' standpoint of requirements of Section III, Paragraph-L, of proposed Appendix R to 10CFR50.
Enclosed as Attachment 1 is a comprehensive engineering report, NES No. 61A0039, dated November 25, 1980, " Design of an Emergency Service Water Supply. System for LACBWR", which describes the proposed physical arrangement of the system, identifies the key components and explains the intended modes of operation,. including an analysis of expected results.
Additionally, information provided by Dames and Moore regarding surface stability of the site is provided as Attach-i ment 2.
It is our opinion-that the above information will show that safe shutdown and cooldown capability can be achieved and maintained in the event of one or more adverse events.

Operating Reactors Branch JS November 26,.1980 Since the preparation of the NES Report, it has been decided to incorporate several changes to the conceptual design illustrated

~in Figure 1.
The changes consist of providing a hard piped three-inch connection from the EPSW header to the Component Cooling
' Water Coolers in addition to the hose connections.
Also, a dual
~
water inlet manifold will be added to the HPSW system near the HPSW line ' entrance tx) the Turbine Building to permit hook-up of ESWS from the outside.
The inside ESWS hook-up will also be installed.
A description of the HPSW pipirc modifications, valves, pumping equipment and intended summary of operating methods will be forwarded as a supplement tx) this submittal by December 15, 1980.
Installation of.the system will commence, during the present outage, upon delivery ~of the necessary piping, valves and other components and equipment.
It is estimated, based upon present
' delivery schedulesLthat-the installation can be completed.and pre-operationally tested prior to February 25, 1981.
Proposed Technical Specifications which provide the hases for the installation of the_ system, its operation and the necessary surveillance requirements to insure dependability and reliability will-be1 forwarded for. review prior to January 23, 1981.
The-details of the Technical Specifications are dependent upon the final selection of pumping-equipment.
This latter effort should be completed prior to the end of this year.
