Gentlemen:

In response to the Item of Noncompliance included in the subject report, the following is provided.

NOTICE OF VIOLATION Based on the results of an NRC inspection conducted during the ::eriod of July 22 througn August 22, 1980, it acceirs that certain of your activi-ties were rot conducted in full comoliant e.vith NRC regulations and the conditions of your licenses DRP-51 and NsF-6, as indicated belcw:

Radiation 3rotection Procedure 1602.27, Anti-C Laundry Handling anc Moni-toring, has been establisned in accordance with :nis Tecnnical Specifica-tion.

Steo 5.0 in this procecure states that all launcered ciothing "

.. with less than 0.1 mrem /hr of fixed contamination may be released for normal use.

Items with fixed contamination levels between 0.1 mrem /hr and 1 mrem /hr will be segregated for use in hignly contaminated areas (outer set of coveralls, etc.).

For items acove 1 mram/br the Healtn Physics Supervisor will soecify final storage or dis;:osal."

p Contrary to the above, the licensee failed to adhere to the procedural requirements relating to the handlir:g and monitoring of laundered Arti-C clothing in the Unit 1 and Unit 2 controlled access areas.

Speci fically,

'n August 7,1980, eight (8) out of fifteen (15) sets of Anti-C clothing sampled were found to have fixed contamination levels in excess of 0.1 mrem /hr. None of the sets of Anti-C clothing found to have fixed contam-ination levels in excess of 0.1 mrem /hr were segregated for use in highly contaminated areas.

This is an infraction.

RESPONSE

On August 7, 1980, Health Physics performed a radiation survey of Anti-C clothing and removed all clothing with fixed contamination levels greater than 0.1 mrem /hr from service.

Additional preventative measures and cor-rective action have been taken since your letter of August 14, 1980, re-ga; ding this subject.

Radiation Protection Procedure 1602.27 has been revised to establish a control objective for laundry personnel at 2,000 counts per minute for Anti-C clothing and a normal limit that contamina-tion levels should not exceed 3,000 counts per minute.

The reviset 1ro-cedure 1602.27 also addresse.

he segregation and separate storage 4.nd handling of Anti-C clothing with fixed rantamination levels between 3,000 and 10,000 counts per minute.

In addition to tne requirement of Precedure 1602.27, Health Physics and laundry personnel initiated a practice to segregate and separately launder all like items of Anti-C clothing en August 15, 1980. To accomodate the increase in permissable levels, Anti-C clothing storage areas are designated as Radiation Areas and access to these areas is controlled by Health Physics.

Radiation sur-veys of the Anti-C clothing storage areas are performed by Health Physics on a routine basis.

Additional radiation survey instruments have been provided to laundry personnel along with specific instructions on methods to be used to perfom the survey.

The importance of proper radiation surveys was ree%asized with Health Physics and laundry personnel on August 18, 1960.

Full comoliance was achieved on Septemoer 5, 1980.
