SUBJECT:

FINDINGS RELATED TO PROPOSED IMPORT OF PU-238 SOURCES BY TEXAS NUCLEAR DIVISION (ISNM80014)

On October 1, 1980, Texas Nuclear Division, Ramsey Engineering Company, requested authorization to import 123.2 milligrams Pu-238 contained in 70 sources manufactured by Radiochemical Centre, Amersham, England.

The applicant requests authority to import the sources from Radiochemical Centre, as the primary source supplier for use in X-Ray Analysis Systems, and from customers in other foreign countries when maintenance, repair, recalibration, etc., of the sources may be necessary.

The plutonium is in *he form of an oxide bound in a ceramic matrix contained in a Radiochemical Centre X-131 capsule and Specini Form qualified under certificate number SFC-144. Each source contains approximately 1.76 milligrams of 80-907. Pu-238.

The applicant advises that packaging will be in compliance with applicable regulations of both the exporting country and the guides of IAEA Safety Series 6 insof ar as applicable and that no package will exceed.

those quantities authorized as a Type A shipment. As a Type A shipment, as defined in 10 CFR 71.4, not exceeding 15 grams of fissile material, it is exempt from the requirements of 10 CFR 71.

Air transport of this plutonium is prohibited.

The staff has determined that this import meets statutory recuirements, will not be inimical to the common defense and security, will not constitute an undue risk to public health and safety and will have no significant environnental inpact associated with it.
