In accordance with 10 CFR 50.59 and 50.90, TVA hereby submits a request for an amendment to facility operating license DPR-77 for Sequoyah Nuclear Plant unit 1 to authorize TVA to store the low-level radioactive waste (LLRW) generated by the operation of the plant ensite. Because the Com-missico has not yet considered life-of-plant onsite LLRW storage from the standpoint of overall NRC policy, this request is for authorization for onsite storage for a period of five years. However, we believe that this submittal provides afaquate justification for life-of-plant onsite LLRW storage, and we will uereafter seek such approval.

TVA is making every effort to ensure that uncertain availability of com-mercial disposal space will not adversely affect future operation of the Sequoyah facility, and we want to avoid any tannecessary delay in this effort. This effort also, of course, would reduce the amount of waste to be trannported. to this letter is a proposed license condition. Enclosure 2 is a description of the facility and all aspects of operation. Enclosure 3 is the faci.lity construction schedule. A general discussion of TVA's ftature plans for volume reduction and solidification of low-level radioactive vaste at Sequoyah is provided in Enclosure 4.

In accordance with the requirements of 10 CFR Part 170.22, we have deter-mined this proposed amendment to be Class III. This classification is based on the fact that the proposed amendment involves a single safety issue which does not involve a significant hazard. The remittance of

$4,000 is being wired to the NRC, Attention: Licensing Fee Management Branch.
