On November 17, 1980, it was discovered that all four Containment Pressure

. Transmitters at Davis-Besse Nuclear Power Station Unit I were technically.

inoperable due to an error in the surveillance test p rocedure. This placed the Unit in Action Statement 3.0.3, which required the Unit be placed in Hot Standby within one hour.

4 Due to a severe shortage in on-line generating reserves in the East Central Area Reliability Council (ECAR), Toledo Edison Company requested Emergency ,

Technical Specification relief. Oral authorization was given by Dan Garner, NRC Davis-Besse Project Manager, for the following change to the Davis-Besse i Technical Specifications proposed by Toledo Edison Company. Add the sentence, j- "The provisions of Section 3.0.3 are not applicable -for the first test of each channel following the first refueling outage" to Footnote No. 2 of Table 4.3-2 which starts on Page 3/4 3.2.1.

i As requested by Mr. Garner,- this 1ctter- is the formal request for Emergency Technical Specification relief.

The granting of- the subject Emergency Relief was very beneficial in maintain-ing a reliable electrical energy supply in the East Central Region at the time it was requested and, in aduition, prevented the plant from being subjected to a shutdown and start-up cycle.
