1 Appendix A NOTICE OF VIOLATION Docket No. 50-461 Illinois Power Company Based on the results of the NRC inspection conducted August 1-31, 1980, it appears that certain of your activities were not conducted in full compliance with NRC requirements as noted below.

This item is an infraction.

10 CFR 50 Appendix B, Criterion III states, in part, " Measures shall be established to assure that applicable regulatory requirements and the design basis, as defined in 50.2 and as specified in the license application are correctly translated into specifications, drawings, procedures, and instructions."

Clinton Power Station Preliminary Safety Analysis Report (PSAR) paragraph 3.1.2.1.4, Design of Structures, Components, Equipment and Systems, states in part

. Structures, systems, and components important to safety shall be designed to be compatible with the environmental conditions associated with postulateo <ccidents.

These structures, systems, and components shall be appropriately i rotected against dynamic effects, including the effects of missiles, pipe whipping.

Paragraph 3.2.1 Seismic Classification of the Clinton PSAR states in part, that " plant systems, structures, and components important to the safety are designed to remain ftinctional in the event of a Safe Shutdown Earthquake (SSE) and are designated Seismic Category I as indicated in Table 3.2.1 and meet the requirements of AEC Regulatory Guide 1.29."

Paragraph 3.7.5.1 Seismic Design Control Measures of the Clinton PSAR states in part "... Non Seismic Categroy I structures, systems, and components shall be examined to assure that they cannot adversely interact with Seismic Category 1 items in close proximity."

The USNRC Regulatory Guide 1.29, Revision 3, 1978, states, in summation,

" Class IE electrical systems shall be constructed so that SSE would not cause failure

. and other systems, components, or structures, whose failure could reduce the functioning of Class lE systems by virtue of proximity, also be designed and constructed so that the Safety Shutdown Earthquake (SSE) would not cause failure."

Contrary to the above, Non Seismic Category I floor drain lines in the reactor fuel building are installed and routed over and in close proximity to electrical power and control Seismic Category I cable trays.
