Pursuant to cur telecon, we had planned to be in your office on

ovember 20, 1980, to discuss the status of the Fort St. 7 rain Energency Response Plan. Secause of the unavailability of neces-sary :rRC personnel the meeting vill have to be rescheduled to scme later date. We would request that the meeting be established as soon as possible. As you are no doubt aware many ^^ ~'* ~nt lates of various :IUREG's are not far off and we must have sone resolution to the areas in question and some finalization of ou- N*gency Response Plan. The attached sheets list these subjects that we would like to discuss and hopefully obtain some resolution so that we may finalise our Emer;:'ency Response Plan.

Please let me know if you have any problems with the suggested items.

J FORT SAIli? VRAIN EMERGE' ICY RESPONSE PLAN MEETING PRESENTLY UNSCHEDULED

1. In various correspondence ve have proposed the use of the Fort Lupton Municipal Building for use as our Forward Command Post (EOF in NRC Terms). With the many changes in guidance and issuance of NURE3's we need to discuss the use of the Fort Lupton facility to obtain concurrence for its use and, if used, to deter =ine the criterion that will be applied to the facility in terms of E7AC systems, Nuclear Oata ,

Link, SPDS, con.c:unications and environmental conditions.

2. The early varning alert system continues to be a major issue not only for us, but for other utilities. Given the characteristics of Fort St. Vrain ve need to determine the criterion that will be utilized in our case.

3. 'ie need to discuss the recent revision of Appendix 2 to NUREG 065h concerning meteorological information.

h. 'ie need to discuss the present status of NUREG 0696 with reference to its imnact on emergency response facilities which we have had under construction for sometime now. We are particularly cencerned about the physical size requirements propssed by the draft of NUREG 0696 and the criterion associated with the Nuclear Data Link, and the Special Parameter Display system. Our co==ents on the draft of NUREG 0696 are contained in P-80138.

5 In our submittal of the Emergency Response Plan we addressed the NRC's questions resulting from a previous review. We vould hope to discuss any comments the NRC may have in this area (See F-80288) as well as any additional coc=ents the NRC may have developed since submittal of our revised plan.

6. With reference to the POST TMI-2 req 2irements we would hope, if time peruits, to discuss the following:

a. Shift Manning Requirements: We took minor exceptions to the shift manning requirements (See P-80338). We vould like to discuss any problems that the NRC may have with our position.

b. Long Tern STA Use: Training requirements and the possibility of retraining the Technical Advisoes as permanent staff in lieu of uperaded operator training.

c. Operator Training: Specifically with reference to the use of simalators and the NRC position for simulator training for Fort St. Vrain.

d. We have just received NTJREO 0737 and have net had the opportunity to review it yet. We may have some general discussion items concerning this document.
