Grier, Assistant Director for Construction & Operations, RO This is in response to the RO memorandum, Serial No. RO-C60-74-17, dated December 17, 1974, which transferred the lea ~d responsibility for technical matters, involving the operation of Yankee-Rowe, to the Directorate of Licensing, OR.

Specifically, those matters relate to the lower capacity of the Low Pressure Safety Injection (LPSI) pumps than that required in the Yankee-Rowe Technical Specifications.

Yankee's reanalysis of the ECCS performance to demonstrate compliance with the Final Acceptance Criteria in 10 CFR Part 50, Appendix E (Supplement 1 to Proposed Change No. 117, dated December 12, 1974) included the actual LPSI pump flow reported by Yankee in its letter to the Directorate of Regulatory Operations, dated December 11, 1974. We have evaluated this proposed change as part of Yankee's ECCS reanalysis and concluded that with

the limits of the December 12, 1974 proposed Technical Specificrtions, as modified by further restrictions, set forth in the Order for Modification of the License, issued by us to the licensee on December 27, 1974, Yankee-Rowe can Le continued to be operated safely with the lower LPSI pucp flow F
