l lh HAZARDS ANALYSIS BY THE RESEARCH AND POWER REACTOR SAFETY BRANCH DIVISION OF LICENSING AND REGULATION IN THE MATTER OF YANKEE ATOMIC ELECTRIC COMPAhY PROPOSED CHANGE NO. 21 DOCKET NO. 50-29 Introduction Pursuant to the provisions of paragraph 3.A. of License No. DPR-3, as amended, Yankee Atomic Electric Company in Proposed Change No. 21, dated March 23, 1962, requested authorization to change the electrical supply for the radiation monitoring and feedwater control systems from the existing 120 volt AC vital bus to a station service bus location.

This modification would be made for the purpose of reducing the pro-bability of spucious reactor scrams by decreasing the possibility of subjecting the 120 volt AC vital bus to electrical grounds.

reliability and, to some extent, to the safety of operation of the fa-cility. From a safety standpoint, the items of concern regarding the Proposed Change are whether the 480 volt station service bus might be a less reliable source of power than the 120 volt AC vital bus and whether a loss of power by the radiation monitoring and feedwater control systems would have significant consequences. The information which has been presented by Yankce indicates that the new power source should be quite reliable; however, should it fail, the radiation monitoring and feedwater control systems can be manually switched to the highly reliable inverter power supply which is operated off the 12C volt station battery.

A temporary loss of power would not have a significant effect on the safety of operating the f acility. The power source affected by the pro-posed change is used in the feedwater control system merely to transmit information concerning the feedwater control circuits to the control room, and loss of this source of power would not' interfere w'.th actual operation of the system. Momentary loss of the power source for the radiation monitoring system would temporarily prevent it f rom functioning properly, but this would not have a significant effect on the safety of facility operation.

Conclusion Based on the above, we have concluded that Proposed Change No. 21 does not present significant hazards considerations not described or implicit 8011240Iff s

h'e have further concluded that there is reasonable assurance that the health and safety of the public will not be endangered by operation of the facility as proposed.
