-:ket No. 50-320 Technical Spe'ification Change Request No. 24 On July 31, 1980, we transmitted t r.a subj ect request to you for approval to enable placing the MDHR System into operation. This transmittal was under cover of TLL 372, dated July 31, 1980. In this submittal to you, we provided a Safety Evaluation Justifying the Change.

In this safety evaluation, we state:

"To preclude the remote possibility of overpressurization of the MDHR System from the Standby Pressure Control Sys-tem, the SPC N2 bank pressure will be reduced from the present operating range of '1500 psig to 2400 psig' to a new operating range of '225 psig to 400 psie'."

In order to implement the action required by this statement, we prepared Recovery Operations Plan Change Request No. 4.

This change request was submitted under cover of our letter TLL 342, dated July 15, 1980. The change request was subsequently approved by the TMI Program Office and actions by the licensee re-quired to reduce the SPC N2 pressure have been completed. This change request, in the section entitled, " Justification for the Change Request", establishes the criteria for selection of the lower SPC N2 pressure.

This letter is prepared in response to questions and comments raised by Mr. Don Brinkman of your staff concerning our submittal to you for Technical Specifications and Recovery Operations Plan Changes required for MDHR System op-eration.
