Dear Mr. Novak:
Enclosed are five copies of the Plant Security Personnel Training and Qualification Plan for Peach Bottom Atomic Power Station Units 2 and 3, as revised, dated September, 1980.
The enclosed Plan has been revised to reflect the comments contained in the enclosure to your letter of Augus t 6, 1980.
Changes in the Plan are marked by a vertical bar in the right hand margin.
In accordance with Section 2.790(d) of the Commission's Rules and Regulations, it is hereby requested that the enclosed Plan be withheld from public disclosure on the grounds that the Plan contains details of the physical security plans for a licensed facility.
An affidavit in support of this request is attached hereto.

behalf of the Company; and he has read the Plant Security Personnel Training and Qualification Plan for Peach Bottom Atomic Power Station, as revised, dated September,1980, (hereinaf ter referred to as "the Plan") and knows the contents thereof.

The Plan which is sought to be withheld from i
public disclosure contains-details of the physical security plans for Peach Bottom Atomic Power Station.

To the best of his knowledge, information and

belief, the information set forth in the Plan has been treated as confidential and proprietary information and has been with-held from public disclosure by the Company in accordance with the Company's practice of treating all information dealing with the details of security procedures as confidential and pro-prietary"information.
4.
The Plan should be considered by the Nuclear Regulatory Commission as confidential and proprietary infor-mation and be withheld from public disclosure on the grounds that it contains details of the physical security plans of a licensed facility, such disclosure is not required in the public interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company.
