This refers to your August 14. 1980 request for a route approval for the shipment of spent fuel rods from Zion Nuclear Generating Station to Battelle Colmsbus Laboratories.
We have detemined that the review of licensee route approval requests is subject to the Connission's license fee schedule in 10 CFR 170. For your request, the fee for review and approval of the route will be assessed under fee Category F of Section 170.21. as special projects.
In accordance with Footnote 4 of Section 170.21. the charge fbr the review will be detemined by the Consission based on the professional manpower required to conduct the review plus any support costs. In detemining the fee to be charged. only actual staff time expended in the review sf the route request is used to calculate the feet the route (field) survey, conducted by the NRC staff is excluded from fee computation.
Mr. Charles Hillman of the Physical Security Licensing Branch notified you on August 19. 1980 concerning the fee requirement for the approval. If you have any questions concerning this matter, please let us know.
