i July 1,1979 Joseph I:. Hendrie, Chairman U. S. M"-1;ar Regulatory Comr.ission Washinr, ton DC 20555 1/r. Hencrie, I am writinc this letter to you as one of the many citizens in the Middletown area who are very concernec as to the decision of the !!RC regarding Three t/ile Island.

I don't think there are adequate words that describe the anger, help-lessness and tension that became a part of my family as a result of the accident.

As an evacuee with a small child unGcr five,

(

I war faced with the possibility of never returning to ry home, my corrunity, and in fact, the entirr> area wherc "my roots" have lived for many generations.

I also think there are many questions that the.:RC muct have ance:ers before any decirion of recctivation of TI I can occur.

1.

How can TMI I be allo':ed to opc rct c i:ith TMI II in such a highly radioactive status?

How TMI may be allowed to operate under GPU-Met Ed, 2.

when you know all the deception and confusion this company

_ deliberately allowed in the crucial days of the accident?

To me, they have not displayed the responsibility needed for

(

this important operation.

I strongly feel they should not be licensed.

_ _. 3. _At the _ time _ of the accident,. TlH was.only at

)

30 %

of their operating capacity. What would have been the 8 0091 e 32 9

4.

The limitations of the Price-Anderson act-are -- --

ridiculous, at best, and I think the accident at TFl more than proved that actions should be taken to have it repealed at once.

If we were never able to come home, the limits on _

liability and the time factor of 20 years for health benefits are nothing more then a sad joke.

5 How can other nuclear reactors continue to be build when, admittedly, there are not technolocical sciences

(

right now to successfully deactivate them when their "usefullness' is done?

And, who is to be responsible for them in the hundreds of years to come, when they are still so hirhly radioactive???

t"no is to te responsible for the maintenance, when the concrete begins to deteriante?

l

6.. What considerations must be made for the cental as well as physical well-teing of the individuals livinr in the

_.. _. shadows of such a health _ menace??

I really feel that mental stre; must be a high consideration.

How the NRC could allow such.a

(

)

questionable reactor to be built in a heavily populated area is i

also something that must be questioned?

In light of the studies

_.fror the western section of our country, nuclear power is,at best,

(

a giant cuestion mark.

7..

_I think the NRC should compile a report,.with.the best information available (which is conveniently small from Met.

_u-

( lh[o

'o Joseph M. Hendrie, Chairman Page 3 to give the people of this area an idea of the radiation released, the times, and a more-detailed description of the directions and areas involved.

To say the plume of radioactive stean was thought to be in a southerly direction does not mean much to me.

These are just a few of the many questions that I have, and will continue to have, until some of the answers have been given.

Please continue to proceed with the utmost caution this matter deserves.

I respectfully urre the NRC

' to come to Middletown to discuss TMI with the people here whose lives have been so disrupted before any decision to be made recardinr the reopening of TEl, under GPU-Net Ed, or any other ccmpany.

Thank you for the tire you have given me, in allowing me to list some serious doubts I have regardinn the optration of TMI.

k.

Sincerely yours, E. M
