Dear Mr. Keppler:

Please refer to IE Bulletin No. 80-15 dated June 18, 1980 in which the following actions are required.

1.

Within ten (10) days of the date of this bulletin, verify by direct inspection, in conjunction with the appropriate telephone company representative, that the ENS at your facility is powered in the manner described in the two enclosures.

On June 27, 1980, Kerr-McGee Cimarron Facility personnel and Mr. Casey Scarlock of Southwestern Bell Telephone Company determined that the ENS was not powered in the manner described in the enclosures. The Cimarron ENS was powered on-site power instead of by the local telephone company as shown by Enclosure 1.

Those facilities which have station packages requiring on-site power, but which are not connected to a safeguards' instrumentation bus which is backed up by batteries and and inverter or equally reliable power supply, shall make necessary modifications and provide such a connection.

Southwestern Bell was informed by Cimarron Facility personnel during the first week of July that Cimarron could provide power for the ENS from a safeguards' instrumentation bus which is backed up by batteries and an inverter, if Southwestern Bell could move the ENS equipment from the uranium plant to the plutonium plant. Page western Bell notified Cimarron on July 21, 1980 that the proposal would work but that they would requ!re a work order from NRC through the same channels as the original installation work order. On July 21, 1980, Mr. Tom Essig of your office was notified by telephone that Southwestern Bell would not make the change with-out a work order from NRC.

All facilities are to develop and conduct a test, within sixty (60) days of the issuance of this bulletin, to o

verify that all extensions of the ENS located at your f acility(ies) woult. remain fully operable from,the faci-lity(ies) to the NRC Operations Center in the event of a loss of off-site power to your facilityfies). This is not intended to mean that an actual loss of off-site power be executed.

The Cimarron Facility was unable to comply with the sixty (60) day time limit for testing of the equipment because Southwestern Bell has not relocated the ENS equipment so that it can be powered by the safeguards' instrumentation bus.

Mr. Carl Papperello of your office was notified of the delay by telephone on August 19, 1980.

If it is determined that a station package requiring on-site power is not connected to a safeguards' instrumentation bus backed up by automatic transfer to batteries and an in-verter or an equally reliable power supply, notify the NRC Operations Center via the ENS within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after such determination.

The ENS operator was notified at 5:05pm on June 27, 1980 of the descrepancies between the Cimarron ENS and the IE Bulletin No. 80-15 requirements.
