Dear Mr. MacDonald:

The General Electric Company, Vallecitos Nuclear Center (VNC), is currently making shipments in the G.E. >bdel 600 shipping cask under Certificate of Compliance 5980. The Certificate pemits two fissile leadings: (1) 500 grams j

of U-235, or 300 grams of U-233, or 300 grams of Pu, or a prorated ratio of the three; and (2) 1200 grams fissile with the SNM contained in liners with no more than 300 grams of SNM per liner.

As the container has nonnally been shipped as " sele use", VNC has never i

requested a Fissile Class designation other than Class III. However, as

VNC wishes to ship the Mcdel 600 intemationally under the 1973 IAEA regula-tions, it is now necessary to recognize the applicability of the Fissile Class II designation for the 500/300/300 loading.

The basis for this has already been submitted to and reviewed by your Staff.

In Section 5.0 of our consolidated application for renewal (Ref. 2) of the Certificate, VNC demonstrated that for the most conservative shipment (300 grams Pu) in the accident condition an array of 33 containers is critically safe. Although a very conservative approach, cne may divide the safe number in this accident condition by 5 and more than satisfy the requirements of 10CFR71.39(a) (1). Accordingly, the mwinn number pemitted in one shipment would be:

G E N ER AL [$ E LE CTRIC Mr. Charles E. MacDonald May 21, 1980 Therefore, VNC requests that Certificate of Compliance No. 5980 be amended to permit the shipment of the 500/300/300 gram fissile loading as a Fissile Class II. The 1200 gram fissile loading would remain a Fissile Class III.

As all of the infonnation on which this request is based has been received, reviewed, and approved by your staff, this amendment should be administrative in nature. Accordingly, a check for $150.00 is enclosed.
