NRC Inspection Report 50-326/80-01 This is in reply to your letter dated August 12, 1980, received at the University on

-August 14.

Wa are sorry that you are unable to fully accept our previous response on this item (letter' dated July 24, 1980) to correct an item of non-compliance regarding review of reactor operation records by our Reactor Operations Committee.

It was not our intention' to abandon performance of Committee reviews. In fact, a

review of reactor operations for the preceding quarter is agendized at each regular mseting of the Committee.

Corrective steps taken: As was noted in the letter of July 24, reviews were con-ducted as follows: -1/7/80, 2/11/80,-3/17/80, 6/3/80, 6/10/80. So there is no current violation.. It is and has been our intention to continue with an adequate frequency or :eview.

(2)- Corrective steps to be taken: The referenced section of our operatin-procedures was revised at a regular meeting of. the Committee in rder to avoid the technical violation obtained if quarterly schedules were not met in such reviews. Since the

~ Commission staff finds this unacceptable, we intend to propose the following additions to our operating procedures.at the next regular meeting of the Committee, scheduled to be held theffirst week in October, 1980:

"The Committee shall review reactor operational records at least

Full comp. lance date: Since the above action should be formally adopted at the next regulac meeting of the Reactor Operations Committee, the changes to the Standard Operating Procedures for the facility should be in effect by mid October.

Since we are not currently in violation on thic item and since there is no " substantial potential for causing, contributing to or aggravat,ing an incident" nor any " threat to the health and safety or interest of the public or the common defense or security" by this item, we onclude that it is unnecessary to set a faster time schedule, or to hold an emergency meeting of the Committee at this time.

We trust that this response will be favorably considered by Commission staff.
