Dear Mr. Dircks:

My letter of April 17, 1980 provided an amendment to the Spent Fuel Trans-portation Security Plan for the shipment of Oconee Nuclear Station spent fuel to McGuire Nuclear Station. This revision addressed proposed amend-ments to 10CFR Part 73 concerning the physical protection of irradiated reactor fuel in transit.

My letter of April 28, 1980 updated the commitments made in the Spent Fuel Transportation Security Plan to address concerns raised oy Mr. Donald J. Kasun of your Staff.

Since the time of these submittals, the final rule on the physical protection of irradiated reactor fuel in transit has been published. Therefore, the Spent Fuel Transportation Security Plan has been updated based upon the pro-visions of the final rule and the commitments made in my letter of April 28, 1980.

This revision, Revision 3, is attached for your review.

With the inclusion of Revision 3 in the Spent Fuel Transportation Security Plan the requirements of 10CFR 73.37 as amended on June 3, 1980 have been met.

It is therefore requested that the NRC approve the use of Duke Power Company's proposed primary route, as outlined by the plan, for shipment of Oconee Nuclear Station's spent fuel to McGuire Nuclear Station.

Since the information transmitted by this letter concerns security provisions, i

it is requested that this information be withheld from public disclosure pur-suant to 10CFR 2.79.
