Dear Ms. Fields:

Your telegram to President Carter regarding the Three Mile Island nuclear station has been referred to me for response.

We have taken a number of actions with respect to all nuclear power plants as a result of the accident at Three Mile Island. Specifically, full-time inspectors have been assigned to each operating plant utilizing Babcock and Wilcox pressurized water reactors like those at Three Mile Island. In addi-tion, all these plants were shut doun and the licensees of each plant were instructed to provide us with additional information about their facilities in light of the accident. After. review of the infomation provided, orders were issued to the licensees that required than to make immediate plant modi-fications, to provide additional operator training, and. to reverse certain operating procedures. Additional long-tem actions were ordered to further upgrade certain plant systems and operator training and procedures. All of these plants, except of course the Three Mile Island plant, have complied with the orders and have been permitted to res m e operation.

In addition. licensees of all operating plants utilizing pressurized water reactors have been instructed to take specific actions with regard to the status of certain equipment, plant procedures. operator actions, and facility designs. 1.icensees of all operating plants including those utilizing boiling i

water reactors. have been instructed to provide us with additional information with regara to their facilities in light of the accident at Three Mile Island.

We are currsntly raiewing the infomation provided. As soon as our review is complete, orders for modifications, as appropriate, will be issued to provide l

additional protection to the health and safety of the public.

~~In addition to the actions aut11ned above, as a result of TMI-2. studies were l

initiated in the areas of mergency properedness, operator licensing reassess-I ment loss of feedutor event. mall-break loss of coolant accidents, and lessons l

learned from the accident. In a number of areas work has progressed to the point where additional licensee requirments have been recommended. A nueber of these recommendations have been approved and efforts have begun to impiment them.

l The commission has ordered tnat a public hearing be conducted to detemine whether TMI-1 should be operated and, if so under what conditions the restart would taka piscs. Prict to start of the hearings, the !mC staff will coni::t a review of technical infomation concerning the restart of Unit 1.

of this review, the NRC staff will conduct c:eetings with the licensee in the presence of the public, and the public will be given the opportunity to raise questions and to make statements. During the hearing, the technical issues that are appropriate to assure the public health and safety will also be ad-dressed. In addition, the Atomic Safety and Licensing Board has indicated that NRC should consider the psys:hological impact of future operation on the nearby cocumunities. A copy of the Commission Order that outlines the issues to be considered is enclosed for your infomattoi.

As for Unit 2, the licensee has not yet submittsed to the NRC a proposal for overall plant recovery, although the licensee is conducting feasibility studies.

It is not possible at this time to determine when such proposals for recovery may be sutunitted or how such time will be needed for the required reviews and approvals in connection with Unit 2's recovery. I would note, however, that the licensee's authority to operate Unit 2, except for those actions necessary to keep the reactor shut down, was suspended by Order of July 20, 1979.

I appreciate your concerns and assure you that every effort is being sade to ensure the continued protection of the health and safety of the public, not only at Three Mile Island, but also at all nuclear power plants.

Licensees of all operating plants, including those utilizing boiling water reactors, have been instructed to provide us with additional infomation with regard to their facilities in light of the accident at Three Mile Island.

We are currently reviewing the information provided. As soon as our review is complete, orders for modifications, as appropriate, will be issued to provide additional protection to the health and safety of the public.

In addition to the actions outlined above, as a result of TMI-2, studies were initiated in the areas of emergency preparadness, operator licensing reassess-ment, loss of feedwater event, small-break loss of coolant accidents, and lessons learned from the accident. In a number of areas work has progressed to the point where additional licensee requirements have been recommended. A number of these recommendations have been approved and efforts have begun to implenent them.

The Comission has ordered that a public hearing be cor. ducted to determine whether TMI-1 should be operated and, if so, under what ccnditions the restart would take place.
