Operating License No. DPR-73 Docket No. 50-320 IE Bulletin 79-23 This is in response to IE Bulletin 79-23 and is being submitted subsequent to our letter of July 9, 1980 (TLL 335).

The subject bulletin, " Potential Failure of Emergency Diesel Generator Field Exciter Transformer", concerns a possible overloading condition when the neutrals of the generator and the primary winding of the Exciter Power Transformer (EFT) are connected. This condition may cause high circulating currents, possibly resulting in exceeding the transformer ratings and damage to the transformer.

We have reviewed the circuitry of our Emergency Diesel Generators (EDG's) and determined that a connection between the neutrals of the generator and the primary winding of the EPT does not exist.

A full load operational test of a duration of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> was performed as re-quired in item 2.

This test was performed by running the EDG's per the appre-l priate operating procedure which required hourly monitoring of the various components / aspects of the diesels performance. This monitoring included those items specified in item 2.

In summary, we have reviewed the cir:uit ry of our EDG's and have determined that no such cross connection exists.

In addition, a 24-hour operational test of the EDG's showed no conditions similar to the subject condition of this bulletin. Therefore, no corrective action is necessary or appropriate.
