Dear Mr. Eberlein:
This is in response to your letter dated July 31, 1980, in which you requested, pursuant to the Freedom of Information Act, a copy of the winning proposal and the contract NRC-05-80-253 awarded to Gasser Associates.
During a telephone conversation between you and Linda Robinson of my staff on August 11, 1980, the scope of your
'uest was narrowed to a

nonproprietary version of the proposal and th; c' sic contract. The proprietary information primarily consists of the cost proposal and certain information on personnel and company experience.
The additional pages of the contract which were not requested consist of the attachments routinely made a part of this type of contract.
Enclosed are copies of the basic contract and a nonproprietary version of the Technical Proposal, Summary of Qualifications and Experience, and Addendum number one.
