ITEM B.1 Install a system f,o continuously monitor water levels in all scram discharge volumes. Continuous recording and alarm features must be l

included in the design. Consideration should be given to use of diverse level sensors in this (these) system (s). The design installed should

represent the design with the highest level of reliability compatible with completion of installation by September 1, 1980. Provide a written description of the system design to the NRC Regional Office.

RESPONSE

The following is a description of the scram discharge volume level measuring I

system now being used at Browns Ferry Nuclear Plant.

Figure 1 shows the approximate location of the attached ultrasonic (UT) sensors on all three units. Both the east and west header UT sensors are continuously connected to a recorder which is checked at 30-minute intervals.

The equipment features a local alare. A calibration check is performed each shift.

% backup sensor or manual UT surveillance by a technician is available should problems develop on the primary system.

TVA is reviewing other monitoring systems for possible semi-permanent installation. Diversity will be considered as part of this review.

Ultimately, TVA expects that the scram discharge header system will be modified such that level monitoring (other than the instrument volume) is not necessary.

We believe that the present SDV level measuring system at Browns Ferry provides adequate assurance of SDV operability.
