Dear Congressman Gephardt:

This is in response to your letter dated June 25, 1980 which referenced a letter sent to Mr. Victor Stello, Jr., Director, Office of Inspection and Enforcement, from Mrs. Leo Drey regarding an item related to the Callaway Nuclear Power Plant.

Our review of the information developed and submitted by the licensee to substantiate the acceptability of the in place embedded anchors revealed that the NRC needed additional data on which to base a final decision. We have determined that additional testing will be necessary to develop that data.

The licensee must now develop a test program and test procedures which we will review. After the NRC is satisfied that the procedures are adequate the licensee will proceed with the execution of the test program.

Based on the results of the test program which will be witnessed by the NRC it will be possible to make an evaluation of the status of the embeds installed at the facility prior to June 9, 1977.

If that evaluation shows that the reliability of the embeds has not been established, then even more extensive testing may be required as well as repairs or replacement of some embeds.

Any question of adequacy of the embeds must be completely answered at the time of the operating license proceedings and the burden of demonstrating adequacy rests with the licensee.

We anticipate thet the testing will not be completed for several months, after which time we will conduct our evaluation. Your office will be kept informed of th.! results of our review and we will provide you with the final report.
