Dear Mrs. Richards:
I am writing in response to your letter to President Carter which advocates placing Three Mile Island Nuclear Station, Unit No,1 (TMIwl) and the Vir-ginia Electric and Power Company's Nuclear Units into service.
As you may be aware, the NRC has ordered that a public hearing be conducted to determine whether the TMI-1 should be operated and, if so, under what conditions.
The public hearing is scheduled to begin this fall.
During the hearing, the technical issues appropriate to assure public health and safety will be addressed. The NRC staff is currently involved in the on-going review of technical information concerning the restart of Unit 1.
Based upon the current status of the proceedings, the development of a record on which the Commission can make a decision regarding restart is not expected before the early part of 1901.
The Commission issued a license to the Virginia Electric and Power Company for the North Anna Power Station, Unit No. 2 on April 11, 1980. The license authorized fuel loading and low power testing.
While the NRC is, of course, concerned about financial impacts on consumers and licensees, the NRC's primary responsibility is the assurance of public health and safety. State public utility commissions and the Federal Energy Regulatory Commission have primary responsibility regarding the rates that consumers pay for electricity.

Dear Nr. President:
The mandates of the Nuclear Regulatory Commission have added considerably to our already high energy costs by esking fo unreesonable prodedures to open nuclear units.
This applies to Unit No. 1 at Three Mile Island and also to Vepco's nuclear vacilities in Virginia.
Their action concerning Unit No.1 at Three Mile Island, necesritating purchased electricity at F14 million per conth, also contributed to the omittin5 of the quarterly dividend.
As a widow with Social Security as my main income I and many others depend on this dividend to pay for our increased ener5y costs this year.
I request that you use your influence with the Nucl_ ear Regulatory Thank you.
