UNITED STATES NUCLEAR REGULATORY COMMISSION OFFICE OF INSPECTION AND ENFORCE}!ENT REGION III 799 ROOSEVELT ROAD GLEN ELLYN, ILLINOIS 60137 ATTN: Mr. James G. Keppler Regional Director RE: Mt . II . ZIMMER NUCLEAR POWER STATION - UNIT 1 IE BULLETIN 80-01, DOCKET # 50-358 W.O. 57300, JOB E-5590, IE BULLETIN FILE Gentlemen:

The following information is provided in response to actions requested by the NRC in the above bulletin:

1. Zimmer ADS check valves are stainless steel, spring loaded piston check valves with EPR resilient seats to reduce air Icakage. We believe this is in accord-ance with the NRC's preference.
2. Periodic icak test have not yet been performed on the Zimmer ADS accumulators since the plant is not in operation.

We will of course perform appropriate tes ts when the plant is operational.

3. We have reviewed the seismic qualifi-cations of the ADS pneumatic supply system; (a) The piping from the accumulator check valve to the ADS operator is designated seismic category I and designed for seismic ex-pectations. We Lelieve this is in accordance with the NRC's preference.

(b) The piping from the system iso-latian valve outside containment up to the ADS accumulater check valve is designated and designed as seismic category I. Again, we believe this is in accordance with NRC preference.

4. Based on the above evaluation, we conclude that the ADS pneu'matic supply system is operabic by design during seismic situations.

Further, we have installed resilient seated check valves to mimimize the potential of seat Icakage in accordance with NRC rec-ommendations. We therefore conicude that the ADS system on the Zimmer Plant can reasonably be expected to o7 crate for those conditions under whic:1 it is required inicuding the seismic event.

In conclusion, we have reviewed the Zimmer ADS system in accordance with the criteria outlined in the subject bulletin, and found the present design to be acceptable. We will perform appropriate leak checks during system operation.

We believe this response completes our responsibility with regard to bulletin 80-01 and we consider the matter closed out.

Very truly yours, THE CINCINNATI GAS 6 ELECTRIC COMPANY E.A. BORGMANN, SENIOR VICE PRESIDENT llCB/kjd cc: W.D. Waymire (pink)
