DOCKET NUMBERS 50-483 & 50-486 CONSTRUCTION COMPLETION DATE FOR CALLAWAY PLANT

Reference:

Your letter to applicants dated July 11, 1980 The referenced letter requested operating license applicants to update construction completion dates for use by the NRC in establishing licensing review priorities. The listing attached to the referenced letter reports Union Electric's estimate of Callaway Unit 1 construction completion as October, 1982. Union Electric's estimate of construction completion has been and remains April, 1982.

We are, however, presently assessing the impact of a recent strike at Callaway to determine what impact the interruption in work will hava on our completion date. The strike and other factors could result in a delay in fuel load of up to six months.

We note that the NRC schedule indicates an interval between "FSAR Tendered" and "FSAR Docketed" of 10 months. Title 10 of the Jode of Federal Regulations, specifically 10CFR2.101(a) (2) , states that a determination of acceptability of an application will generally be made within 60 days. The Callaway application, submitted on October, 1979 was not assigned to an NRC reviewer until May, 1980, and it was not docketed until August, 1980. It appears that the remainder of the review schedule established by the NRC is based upon the August, 1980 acceptance date and a " normal" interval for NRC Staff review (22 months). Union Electric agreed in a meeting with Mr. Harold Lenton on April 1, 1980, to cooperate in trying novel review mechanisms to expedite the Staf f portion of the review. The NRC schedule apparently takes no account of our agreement. Union Electric is concerned that insufficient time is available following staff review for the public hearing process. We remain willing to under-take presentations to the staff, meetings with NRC management and any other review mechanisms that will expedite the Staff review and permit issuance of an Operating License upon completion of construction.
