However, the schedule information was not accepted pending further analysis. As noted in a subsequent July 22, 1980 letter to the Boards, the Company and 3echtel have now completed a detailed review of that preliminary schedule. Based en this reviev, the Company and Bechtel have developed, and the Company's Board of Directors has approved, a revised construction schedule.

In the current environment, the Company's best estimate of the construction ec=pletien dates, ie, the fuel load dates, for the Midland Plant, Units 1 and 2 are December 1983 and July 1983, respectively.

These estimates are provided in response to your letter of July 11, 1980 and are based on the latest available information. The details of the revised construc-tion schedule are contained in Revision 11 of the Midland Plant Environmental Report scheduled for submittal to the Nuclear Regulatory Cc= mission (NRC) by September 15, 1980. The NRC timetable included with your July 11, 1980 letter as Table 1, should be modified accordingly to reflect the revised construction completion dates.

Table 1 also centains an error in the footnote related to the Midland Plant.

Contrary to Footnote (1), the most recent schedule revision has been caused by substantial design changes resulting frem changing regulatory requirements, the accident at TMI-2, and design evolution rather than by foundation proble=s and financial considerations as stated by the NRC. This table should be socified to reflect the actual reason for construction delay if such an explanation is required.

The. licensing schedule required to achieve the revised fuel load date for the Midland Plant is predicated on the prompt resumption of formal docket review by the NRC. In recognition of the anticipated hearing duration and other factors that make the Midland licensing schedule unique, we earnestly request that the Midland Plant application be given a high priority and prompt review by the NRC.
