SUBJECT:

CHARTER FOR THE OFFICE FOR ANALYSIS AND EVALUATION OF OPERATIONAL DATA As requested by your memorandum of July 14,1980,. enclosed is the charter for the Office for Analysis and Evaluation of Operational Data (AE00).

This charter has beei termed " interim" to reflect that som additional time is necessary befora AE0D's capabilities are fully established and functioning e

routinely, and then consideration will be given to possible revisions in the scope, responsibilities, and authorities of AE0D, particularly its program management role for the agency's operational safety data progrdm.

I preparation of an NRC Manual Chapter for AE0D based upon this charter.

Also enclosed for your information and background are:

(1) a copy of the interim procedures I have established to facilitate AE0D's review of opera-tional data; and (2) a copy of the AE0D interim program plan.orepared in April 1980. These documents also provide perspective and information on the L

INTERIM CHARTER OFFICE FOR ANALYSIS AND EVALUATION OF OPERATIONAL DATA OBJECTIVE The Office for Analysis and Evaluation of Operational Data (AE00) has been established to analyze and evaluate operational safety data associated with all NRC-licensed activities and to feedback the lessons of experience in order to improve the safety of licensed operations. This is an independent office reporting directly to the EDO.

AE00 is to implement the following specific tasks and activities:

(1 ) Provide agency coordination of operational data collection, storage, and retrieval activities.

Systematically and independently analyze and evaluate opera-tional experience.

(3) Feedback the lessons inherent in operational experience to NRC licensing, standards, and inspection activities and to 1

licensees for all NRC-licensed activities, including verifying, when appropriate, that action has been implemented in response to the feedback.

(4)

Assess overall effectiveness of the agency-wide operational safety data program.

(5)

Act as a focal point for interaction with outside organizations dedicated to operational safety data analysis and evaluation.

. AE00 is to develop and maintain an in-house staff capability for expert independent analysis and evaluation work related to the safety of power and research reactors licensed by NRR and the various activities licensed by NMSS.

In addition, AE00 i to provide for appropriate analysis and evaluation of reactor plant-related sabotage or security threats. The AE0D staff is to maintain high standards of analytical, scientific, and engineering excellence and stay abreast of methodological advances and improving technologies.

RESPONSIBILITIES AND AUTHORITIES 1.

Data Acquisition and Maaagement I

a.

Identify needed operational data and related technical information, in-cluding that from foreign sources, to support operational safety data analysis activities.

b.

Perform operational data acquisition for domestic events, including onsite investigations, and direct access to potential information sources, as required, to assure an adequate understanding of significant events.

c.

Develop, coordinate or direct: (1) agency-wide operational data reporting, organization, and retrieval methods and systems (e.g., LERs);

l and (2) methods and systems for the systematic monitoring of operational safety data trends and patterns of domestic and foreign operating experience.

Develop or coordinate periodic reporting of operational experience and data.

Data Analysis'and Evaluation a.

Systematically screen operational safety data and.information and identify any safety significant problems or precursors of serious events.

b.

Systematically relate operational safety data and information to

historical data trends and patterns and identify potential safety significant situations for additional study.

c.

Perform preliminary engineering evaluations of events, problems,. and situations as requested by other offices or identified by operating experience or by trend and pattern analysis of past experience which could be significant in terms of the potential inpact on public health and safety.

d.

Perform an independent, in-depth analysis and evaluation of any event y

or situation when AE00 determines such analysis and evaluation is warranted.

Feedback of Results and Recommendations a.

Promptly inform the EDO and the Directors of NRR, NMSS, IE, and IP of any significant matters requiring immediate attention identified during the course of data collection and assessment activities.

Provide a report to appropriate NRC offices identifying specific safety problems (actual or potential) and recommendations for action resulting from AE0D analysis of a particular event or situation (the report's applicability to individual licensees will be determined by the re-sponsible licensing office), and assure that such reports are available to the licensees, industry, and the public.

c.

Provide technical direction and identification of events for the

" Abnormal Occurrence" ( A.O.) reporting program and coordinate changes in A.0. criteria.

d.

Review the implementing actions taken by each NRC office responsible for action on AE00 recommendations and highlight areas of disagreement to the responsible office and the EDO.

Guidance, Oversight, and Peer Review for Agency-Wide Operational Safety Data Activities a.

Review and assess operational safety data activities in other offices, and provide recommendations to other offices and to the ED0 on actions to reduce duplication, improve resource allocation, and increase the effectiveness of individual office contributions.

b.

Provide for advanced centralized review of proposed program support contracts and work orders involved with the collection, analysis, and feedback of operational safety data and, where appropriate, provide comments to other offices and recommendations to the EDO.

Review work results related to the analysis and evaluation of operational safety data originated in other NRC offices.

d.

Develop agency-wide formal documentation (!!RC Manual Chapter) for the operational safety data program within the agency.

e.

Maintain frequent contact with management representatives of the opera-tional safety data program established in other offices and develop means to 'mprove coordination and review efforts in order to promptly identify any evolving technical or communication problems.

5.

Focal Point for Coordination a.

Provide a focal point for and coordination of the NRC operational safety data program with the ACRS, industry (e.g., INP0/NSAC, etc.), and other groups and agencies (e.g., DOE) involved with operational data collection, analysis, and feedback.

b.

Where appropriate, review licensee activities associated with the collection, reporting, analysis, and evaluation of its operational experience and the relationship of these activities to industry-wide and NRC operational data analysis and evaluation programs, and provide recommendations to the appropriate licensing office.

FUTURE DIRECTION AND ACTIVITIES Following an initial period involved with the establishment and development of AE0D technical assessment and coordination capabilities (probably about 12 to 18 months), the scope, responsibilities, and authorities of AE0D will be reviewed by the EDO with the objective of considering further the program management role of AE00 in selected areas of the overall NRC operational safety data assessment program.
