Dear Ms. Glassmoyer:
A letter of July 2,1980, to.you from the Director of Presidential Correspon-dence stated that your letter to President Carter about nuclear power plants was being forwarded to the Nuclear Regulatory Comission.
Nuclear power plants are designed to prevent accidents, with protective systems provided to place and hold the plants in a safe condition if deviations from normal operations occur. In addition, engineered safety features are installed to mitigate the consequences of certain postulated accidents. Furthemore, con-siderations of safety are involved in evaluating the suitability of proposed sites.for nuclear power plants. Finally, there are plans for energency actions such as sheltering or evacuation of personnel if necessary.
In the case of the Three Mile Island accident, the Consission appointed by the President to investigate the accident stated:
"Just hott serious was the accident? Based on our investigation of the health effects of the accident. a conclude that in spite of sericus damage to the plant, most of the radiation as contained and the actual release will have negligible-effect on the physical health of indivi-dual s.
The major health effect of ine accident was found to be mental s
stress."
The chances of a more serious accident occurring in a nuclear power plant than the one at Three Mile Island are very small.
After the accident at Three Mile Island, the Nuclsar Regulatory Comission decided not to license new nuclear power plants until criteria for improved safety had been developed. The NRC has found that actions 6 by its own staff and by the President's Coumission in the areas of human factors, operational safety, emergency planning. nuclear power plant design and siting, health effects, aad public information are necessary and feasible. Interim measures have been taken, and an Action Plan has been developed to include other safety improvements, detailed criteria for their imploentation, and' various implementation deadlines.

Ms. Beryl A. Glassmoyer July 30, 1980 Every effort is being made to protect the public health and safety at all nuclear power plants that ara currently in operation or that may start operating in the future. Any nuclear power plant found to be unsafe will not be allowed to operate.
For your information, there is enclosed a copy of the Overview chapter of the 1979 Annual Report of the Nuclear Regulatory Costission, which sammarizes actions being taken to ensure the public health and safety.

Dear President Carter; I feel I must tell you of ny feelings toward nuclear power plants.
We live within 1 mile of the Limerick power station which will be operational 1983-85. We have a lovely home 4 fully expected to live out our lives in our house. But uaw we are distressed and upset because of the tTMI accident and will sell our home (if we can) which means starting new life in another area away from our friends and families and AT e
OUR AGE, THIS IS VERY SCARY INDEED' How can the government let these companies jeopardize our lives without us having a say whether or not we want nuclear plants in our yards???
How can government allow nuclear plants to be built in populated areas???
Doesn't an one catt???
Someday when it is too late we may have the answers but in the meantime 1 certainly feel that my government doesn't give a dam about me or about the lives of any of us living near nuclear plants - we are simply guindea pigs.

I have been asked to acknowledge your message to president Carter regarding nuclear power plants.
I am sorry for the delay in replying; your correspondence came to..ty attention only today.
president Carter shares your concern for the safsty of nu-clear power planta.
Yhile he feels that a limited number of plants are needed to provide essential power, he has taken actions to ensure the safety of those plants.
In addition, he has sponsored incentives for energy suppliers to shift to alternative means of power in order to reduce our Nation's dependonce on atomic power.
I an enclosing some materials concerning the Kemeny Com-mission's report on the Three Mile Island accident and the President's response to the Comission's recommenda-tions.
I hope that these materials will be of interest to you.
In addition, I am forwarding your letter to officials of the Nuclear Regulatory Commission.
