Gentlemen:

At the prehearing conference held on March 11, 1980, the Licensing Board requested that the Staff once again review security at the Trojan plant as it may be affected by the proposed modifications to the Control Building and to do so in light of the recent drug pro-blems among certain security guards and incidents leading to NRC imposed civil penalties for security violations at the plant. A summary of the results and conclusions of this new Staff evaluation was to be submitted prior to the conclusion of the hearing in Phase II.

In accordance with the Licensing Board's request, the affidavit of l

Charles E. Gaskin, the Staff physical security analyst for the Trojan facility is enclosed. As indicated in Mr. Gaskin's affidavit, the affidavit is an update of the security review as set forth in the affidavit of William Ross of August 10, 1979, accounting for the drug problems and security incidents leading to the civil penalty mentioned above.

Based on this additional evaluation and accounting for the recent drug problems and security incidents leading to the imposition of civil penalties, it is the Staff's conclusion, as set forth in the affidavit of Mr. Gaskin, that the physical security measures and provisions which the licensee is required to implement and follow will provide l

g an adequate level of protection for the facility both during and after the proposed modifications in accordance with 10 CFR Part 73 and give reasonable assurance that the proposed modifications will not result in undue risk to the public health and safety insofar as physical security of the facility is concerned.
