We are providing as an enclosure those controls that we are implementing and the reasons why the controls are necessary.

SUPPLEMENTAL RESPONSE TO OIE BULLETIN 79-18 AUDIBILITY PROBLEMS ENCOUNTERED ON EVACUATION OF PERSONNEL FROM HIGH-NOISE AREAS BROWNS FERRY NUCLEAR PLANT UNITS 1, 2, AND 3 (Docket Nos. 50-259, -260, -296)

Letter from L. M. Mills to J. P. O'Reilly dated February 12, 1980 TVA has identified several areas within the Browns Ferry Nuclear Plant which have a combination of local noise level and public address system deficiencies such that a local evacuation order may not be heard. We are changing pertinent sections of the Site Radiological Emergency Plan to require the health physics forces to proceed to areas of local emergencies to verify that all employees have vacated the areas as required. These administrative controls will remain in effect until the deficiencies noted in the enclosure to the referenced letter have been corrected. We will submit a description of the planned system modifications after they are finalized.
