RESPONSE
Mr. Darrell G.
Eisenhut's letter of January 7,1980 (Log No. 503) requested a review of Toledo Edison's Nuclear Quality Assurance Program with regard to Diesel Fuel Oil, and Regulatory Guide (R.G.) 1.137.
Toledo Edison Company does not cover Diesel Generator Fuel Oil, and does not include R.G. 1.137 in its Nuclear Quality /ssurance Program.
However, Toledo Edison Chemistry and Health Physics personnel do inspect diesel generator fuel oil for various essential properties at cla time of receipt and at other stated times during each year. Toledo Edison believes that the type and frequency of these inspections, as described below, assure the initial and continuing quality of diesel generator fuel oil, and meet the intent of R.G. 1.137:
- 1) At the time of receipt, fuel oil is examined to determine the presence of water, sediment, cloudiness and other abnormalities prior to being added to the Diesel Oil Fuel Tank or Emergency Diesel Generator Fuel Oil Storage Tanks. If the TECo-required quality of the fuel oil is questionable, the fuel oil is further tested for specific gravity (0.825-0.876) and water content (4 0.05%).
If the fuel oil does not meet Toledo Edison specifications, it is not accepted and is returned to the supplier.
- 2) At other times during each year, fuel oil is subjected to analysis, at specified frequencies, required by Davis-Besse Nuclear Power Station, Unit No. 1 Plant Procedure PP. 1101.04 entitled, " Operational Chemical Control Limits", shown as Attachment 1.
Tbledo Edison does not believe it necessary to cover diesel generator fuel oil, or include R. G.
1.137, in its Nuclear Quality Assurance Program. Toledo Edison believes that the system of inspections described above has proven its effectiveness by the past history of performance of the Emergency Diesel Gcnerators.

1.
The operator vill sample the oil and bring it ic=ediately to Chemistry and Health Physics lab.
2.
Chem & RP personnel will visually examine the oil for the presence of water, sediment, cloudiness, and other abnormalities.
3.
If the oil is satisfactory, Chem & HP informs the operator to allow the truck cent.en.cs to be pu= ped into the tank.
4.
If the quality of the oil is questionable, Chen and HP per-sonnel vill test the oil for Specific Gravity (0.825-0.876) and Water content (<0.05%).
5.
If the oil meets the above specs, the oil may be added to the tank.
6.
If the oil does not =eet specifications, it must not be accepted. The truck driver should be told to return to the terminal and contact his dispatcher. The dispatcher will contact Ted Smith of TECo to deter =ine what to do with the of

7.
Operators are to drain five gallons from the DOST l-1, EDGFOST l-1 or 1-2 ene day af ter the addition of new oil.
8.
Once each quarter, the operators will drain 55 gallons from each of the three tanks, and then collect a sample from each tank at the drain lines. These samples are to be checked to verify that the water content in the oil is within specifications.
