Three Mile Island Nuclear Station, Unit I (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Withdrawal of TSCR No. 88 Technical Specification Change Request (TSCR) No. 88 was submitted to the NRC on January 4, 1980 to revise the Reactor Vessel Pressure-Temperature limits to reflect the potential effects of atypical weld wire which may have been used in the fabrication of the Unit I Reactor Vessel. The NRC review and implementation of this TS Change Request was deferred pending the outcome of an extensive program by Babcock & Wilcox to evaluate the atypical weld metal.

During the interim, the revised and more restrictive P-T limits based upon preliminary atypical weldment examination and Regulatory Guide 1.99 were administratively applied to TMI-I operations.

Babcock & Wilcox has completed the initial phase of the program to characterize atypical weldment (BAW-1566, " Evaluation of the Atypical Weldment," August 1979).

The expanded data base from the B&W study demonstrates that the current unrevised TS P-T limits are in accordance with Appendix G, 10 CFR 50 based on both typical and atypical weld metal properties. The NRC staff has reviewed BAW-1566 and has issued a safety evaluation (NRC letter - L. Rubenstein to J. H. Taylor (B&W) dated 12/12/79) which is in agreement with this finding.

Since the present TS limits are acceptable, it is no longer necessary or desirable to have TSCR No, 88 reviewed and implemented.

Therefore, it is requested that Technical Specification Change Request No. 88 be withdrawn and that our check for S4,000 be returned.
